In January, German Accreditation Body (DAkkS) was recognised by the United States Environmental Protection Agency (EPA) as an accreditation body in the area of American formaldehyde regulation. This was done in the course of the EPA’s conformity assessment scheme, and means that from this point on, DAkkS can accredit approved certification bodies in the area of formaldehyde emission measurement. This recognition of DAkkS is valid for a period of three years, after which it must be renewed.

Background: The provisions of the US “Formaldehyde Standards for Composite Wood Products Act, which added Title VI to the Toxic Substances Control Act (TSCA) – TSCA Title VI – Final rule 40 CFR Part 770” regulates the requirements governing the formaldehyde emissions of wood-based panels and products made of wood-based panels manufactured, distributed or imported into the United States of America. Implementation of these provisions is carried out by approved certification bodies known as TSCA Title VI Third Party Certifiers.

Certification also requires emission measurements of the products by approved testing laboratories, which at the end of a transition period must prove their competence by means of accreditation to ISO/IEC 17065 (for certification bodies for products) or ISO/IEC 17025 (for testing laboratories) by an accreditation body approved by the EPA.

Interested certification bodies and testing laboratories can now apply for initial accreditation or extension for the EPA scheme.
