General Affairs and Business Development
The General Affairs and Business Development staff unit combines the areas of Business Development and Committee Policy, General Affairs and Accreditation Policy, International Development and Cooperation/Technology Transfer, and Assessor and Decision-Maker Management. All areas are of strategic importance for DAkkS in order to further develop accreditation services for industry and society in equal measure.
Business Development and Committee Policy
Changing market requirements, new technologies and scientific knowledge and economic and social transformation are giving rise to the ongoing development of new conformity assessment schemes. The review body for new conformity assessment schemes accepts applications for review of the eligibility of a new conformity assessment scheme for accreditation by DAkkS and decides on its inclusion in the DAkkS portfolio of accreditation schemes.
In addition, the reduction of technical barriers to trade requires coordination at European level and within the framework of WTO law, issues covered by Committee Policy. The unit also coordinates the formation of opinions within the framework of the international committees of which DAkkS is a member.
General Affairs and Accreditation Policy
Conformity assessment activities can arise in virtually all economic areas and across departmental responsibilities. Given its high level of technicality, accreditation law is one of the most complex regulatory matters of technical law. When requested to do so, General Affairs and Accreditation Policy provide support to ministries and regulators at the federal and state levels with the regulatory implementation of conformity assessment and accreditation, and also draw up legal policy positions for accreditation in practice.
A further focus is on the contractual management of accreditation activities in third countries, i.e. outside the EU and the EEA, and on support and assistance with the contractual relationships between DAkkS as the national accreditation authority and other accreditation bodies in an international context.
International Development and Cooperation / Technology Transfer
DAkkS assumes a range of different responsibilities in the context of technical cooperation in international projects. This unit is the central point of contact for the establishment and expansion of European and international cooperation, for example for twinning projects, UNIDO, the Federal Ministry for Economic Cooperation and Development and GIZ, the German Society for International Cooperation.
Technology Transfer organises cooperation projects in the areas of science, industry and accreditation for the introduction of innovative technologies and testing techniques.
Assessor and Decision-Maker Management
On-site assessments within the framework of accreditations are carried out by assessors and technical experts with outstanding expertise in their respective subject areas. The specific decision on accreditation is made following the assessment by an independent expert committee – the Accreditation Committee.
Assessor Management is the central point of contact with regard to the requirements for assessors and technical experts in terms of qualification and further training and to the procedure for appointment, maintenance of the appointment, commissioning and the performance appraisal of assessors and technical experts, as well as the members of the Accreditation Committee.
