Dr. iur. Torben Frank, LL.D., is a recognised expert in accreditation and quality infrastructure. He played a key role in the development of the Accreditation Bodies Act (AkkStelleG). He has been Chief Executive Officer at DAkkS since June 2026. Previously, he held various leadership roles at DAkkS and was Head of the Legal and Library Department at the Federal Institute for Materials Research and Testing (BAM).

Since June 2026, Dr. iur. Torben Frank has been Chief Executive Officer of the German Accreditation Body DAkkS.
Career
Dr. iur. Torben Frank (born in Lüneburg in 1980, married) studied law at the University of Freiburg. After passing the first state law examination, he obtained his doctorate in law (Dr. iur.) under the supervision of Prof. Dr. Dr. mult. h. c. Andreas Voßkuhle, the former President of the Federal Constitutional Court. He subsequently passed the second state examination at the Hanseatic Higher Regional Court in Hamburg.
He began his career in 2010 at Deutsche Akkreditierungsstelle GmbH (DAkkS), where he held various senior positions during his eleven years there, most recently as Head of the Legal and Compliance Department. During this time, he also completed a part-time Executive Master of Public Administration degree at the Hertie School of Governance in Berlin.
In November 2021, he became head of the Legal Affairs and Library department at the Federal Institute for Materials Research and Testing (BAM). In this role, he was primarily responsible for key legal matters of BAM.
Since June 2026, Dr. iur. Torben Frank has been Chief Executive Officer of Deutsche Akkreditierungsstelle GmbH (DAkkS).
